Support for AWS IAM+STS APIs

What is new

• SCS3 project instances are now backed by AWS-Style accounts
  • Previously backed by a single user
• Each project has an initial admin group and user
• Portal can only manage the main user of an account
  • Everything else available via the iam API

Why we made this change

The issues that existed previously were that:

• The previous SCS3 model could only cover basic use cases
• Implementing access policies was cumbersome and limited
• There was no real option to automate access control
• No good way to create service accounts

By implementing IAM+STS we now provide more:

• Security
• Flexibility
• AWS API Compliance
